We followed up with the Mars Area School District regarding the decision to move the bus stop outside of the neighborhood and the “two written warnings and three notices” referenced in the April letter.
Below is a summary of the message we received:
The District originally established the bus stop within the neighborhood as a courtesy, even though its transportation policy generally does not provide for bus stops in communities without enforceable street parking restrictions. Communities who have pickups within their borders and do not have on-street parking restrictions are performed as a courtesy so long as bus access and safety is not a concern.
After the stop was established, the Association was notified of safety and access concerns involving vehicles parked on Blackrock during parent pickup and drop-off. According to the District, the bus driver, and police who observed the area, the primary concern was parent parking associated with the bus stop and the resulting interference with bus access.
Several residents also attended a Township meeting regarding the issue, and police conducted observations of the pickup and drop-off routine. To our knowledge, the Township has not adopted additional parking restrictions for the development.
As a result, MASD has determined that the bus stop will be moved outside the neighborhood.
Regarding the notices referenced in the April letter, the District considers the prior written correspondence between the Association and Adams Township to constitute the written warning. Because there is no enforceable parking ordinance, the District advised that no additional formal notices or statutory warnings can be issued.
