MASD LETTER · 2 PAGES · APRIL 9, 2025

On-Street Parking and School Bus Access

Mars Area School District formally raised safety and access concerns related to parking during school drop-off and pick-up times on Blackrock Boulevard.

Read the letter summary +

Safety and access concerns

The letter states that increased traffic and unrestricted on-street parking can create congestion, reduced visibility, and restricted roadway access during peak school hours.

School bus access

It cites District Policy 810 and states that buses enter housing plans only when streets permit safe passage. The letter warns that continued obstruction could lead to written warnings and removal of internal bus service, with the stop relocated to the neighborhood entrance.

Potential solutions

The District asks the HOA and Adams Township to coordinate on temporary or time-restricted no-parking zones, designated loading areas, signage and enforcement, and possible traffic flow adjustments.

Christina Smith, Director of Transportation, Mars Area School District.

EMAIL THREAD · AUGUST 4 TO AUGUST 10, 2026

Inquiry About MASD Warnings and the Bus Stop Decision

After seeing the first Facebook post about the bus stop move, a resident asked whether the HOA had received the warnings and notices described in the April letter. Michelle responded promptly, and HPM later shared MASD’s explanation.

Email addresses and direct contact details are removed. The public copy identifies participants only as Chris, Michelle (HOA), and HPM.

August 4: The question

Chris asked Michelle and HPM to confirm whether the HOA had received two written warnings and three notices from MASD and requested copies if those conditions had been met.

August 4: Michelle responds

Michelle said she was unaware of multiple notices and asked whether they might have been sent to HPM without the HOA board being notified.

August 7: HPM acknowledges the request

HPM said it was contacting the MASD Director of Transportation and would respond when more information was available.

August 10: HPM shares MASD’s explanation

HPM reported that MASD treated prior written correspondence between the Association and Adams Township as the written warning. It said no additional formal notices could be issued because there was no enforceable parking ordinance, and that the bus stop would be moved outside the neighborhood.
