The front door is the public entrance.

These homes have garages accessed from a rear alley, but they do not have an exterior pedestrian entrance at the back. For anyone who cannot enter through the homeowner’s private garage, the front door is the only way into the house.

That makes eliminating parking along Blackrock fundamentally different from asking residents to store their own vehicles somewhere else. The decision affects whether other people can reasonably reach the only ordinary entrance to the home.
